US House to government: Find out and ban Chinese and Russian companies that use query-and-copy techniques against American AI companies
US lawmakers are pushing the government to take action against Chinese and Russian companies that are allegedly copying American AI systems. According to a report by Bloomberg, Republican members of the US House have proposed a law that seeks to direct the US government to identify foreign companies using improper query-and-copy techniques on American models. It would prompt consideration of sanctions on offenders via the Commerce Department’s blacklist and through presidential emergency economic powers established under a 1977 law, the report stated.For those unaware, Chinese companies including Chinese AI labs – DeepSeek, Moonshot, and MiniMax have previously faced accusations of extracting capabilities from US AI models.

Titled as the Deterring American AI Model Theft Act, the proposed US law is set to be considered by the House Foreign Affairs Committee next week. The bill is co-sponsored by Representative John Moolenaar, the Republican chair of the House Select Committee on China.In a statement to news agency Reuters, Mr Huizenga, a member of the House Foreign Affairs Committee, said “Model extraction attacks are the latest frontier of Chinese economic coercion and theft of US intellectual property”. He also referred to Anthropic’s Mythos model, saying “American AI models are demonstrating transformative cyber capabilities and it is critical we prevent China from stealing these technological advancements.”China gains from US AI boom despite trade tensionsIn another news, China is emerging as an indirect beneficiary of America’s massive artificial intelligence spending surge, even as Washington steps up efforts to curb Chinese technology access, a report by the South China Morning Post said. The US has close to $2 trillion worth of data centre projects planned or underway, with a large share of that spending tied to semiconductors, servers and other equipment critical to AI infrastructure.This wave of investment is fuelling a sharp rise in US imports of electronic goods, much of it coming from Asia. While Taiwan and South Korea remain the most visible beneficiaries due to their strength in advanced chips, China is also gaining through its entrenched role in regional supply chains.
